Fixable, yes, but very costly.
There are 5 ways i know of to stop a lens from getting foggy. (1) one way is to make the scope air tight and fill the inside with pure nitrogen. This has to be done at the time of manufacture. (2) Another way is to get an anti foggin compound like “Cat Crap” that can be found at any outdoors store. The problem is that putting this goo on your lens will degrade optical quality significantly. (3) IMO the best way is to use an electric heater. there are purpose biult strip of heatable matireal that can attach to the outside of your scope to prevent dewing. this will elliminate the problem with out spending a ton of money. here is a link to where you can buy one. http://www. telescope. com/control/product/~category_id=dew_control/~product_id=03515 or http://www. telescope. com/control/product/~category_id=dew_control/~pcategory=accessories/~product_id=A0040 it runs of 12v dc so you would need a batery. (4) A simpiler, but slightly less effective way that requires no power is a dew cover http://www. telescope. com/control/product/~category_id=dew_control/~product_id=04203 both of the links are for products designed for slightly larger scopes but they will fit your 2 3/4 inch wide scope. Or you can simply make a dew cap on of your own. take a piece of rubber or plastic, bend it into a tube and attach it to the front of your scope. (5) another method is to use an electric dryer but that one needs electricity. good luck!
note method 1 only works to keep dew from forming on the insdie of your scope, method 2 only works for the oustide, or the inside if your scope can be take appart, method 4 only works to keep dew from forming on the front outside and inside part, while method 3 and 5 work will keep dew from forming anywhere on your scope.
If you want to find an electric heating strip design specificaly for a scope your size, a good bet would be to look for dew control designed for astronomical finder scopes, as they are the same size as rifle scopes. most run off 12v DC and it isnt difficult to find a 12v dc batery. or you could just get a dew cap.
I’m not sure that Redfield is still in business but Redfield scopes carried a life-time guarantee. See if you can contact them. Back in the Seventies a friend of mine with the same problem had his scope replaced with a new and better one for no cost.

If Redfield is still in business, contact them and tell them your problem- they may fix your scope , or send you a new one. You wont know until you ask.
Leopold just bought Redfield. All good quality high powered rifle scopes are nitrogen filled to keep them from fogging.
Either some one removed the eye piece or the o-rings are shot. I don’t know what the deal will be on warranty but give leopold a call to see what they can do. It may be relatively inexpensive
