There are two ways to do this. The cheap way, and the expensive way.
One requires an experienced Gunsmith to drill the action for the L shaped scope mount bracket that this particular rifle requires. Going this route is going to cost you more than the rifle is worth and will also require a stock modification to accommodate the bracket’s mounting point. This may also require having the stock re-bedded to the action will not move around in the stock.

Obtain a B-Square Scout Scope Mount which will replace the rear sight on your rifle. Then you are going to need to have a look at several Scout Scopes, BSA makes a very nice one.
You will then need Weaver Type Scope Rings.
You may still need to have a Gunsmith do the scope mount for you, but the rest of the procedure you can do yourself.
I have a Mauser that I did this to for a quick hunting rifle that I needed for a trip. It worked out just fine and has been a very good hunting rifle.
Just keep in mind, this is a long eye relief scope, so it will only be good for certain things. It is not going to be good for all long range applications, but it will give you enough magnification for shots out to 300 Yards or so, but that is a rough guesstimate at this point.
Duct tape and Super glue.
Mosin Nagants aren’t worth the price of a $40 tasco, and a $15 set of rings. . .
