Marlin is and always has been an excellent gun with out of the box reliability and accuracy on par with any of the sub $500 guns and as good as some of those more expensive guns

I do however prefer the bull barrel for competition type shooting

It makes the gun heavier which help t hold it on target when shooting off hand
It also disperses heat better so that you have less shot stringing when the barrel heats up after a long shooting session
Stringing in thin barrels can start in as few as 30 rounds or so if shot rapidly

I don’t like thumbhole stocks on a bolt action
It gets in my way too much when working the bolt, especially if I am trying to do so quickly
But it does aid in shooting
    I like them on semis

The scope question is well beyond my level
I just never really got into them
I typically use a $50 Simmons, Tasco or Bushnell and sometimes the TCStars

That will be a good gun for informal competition amongst your friends.

I would however suggest you look at a Ruger 10/22

The scope is fine, but a scope isn’t really necessary. . . at least not right away.

Even then, i say spend a bit more on the gun and a bit less on the scope.

The Marlin 981T is a good rifle.

I use a Bushnell Sportsman 4×32mm on my Marlin Model 25 rifle.

A “bull” barrel has a thicker diameter than a standard barrel. Generally, a bull barrel can absorb more heat (from firing a lot of cartridges) than a standard barrel before the heat begins to affect how well a barrel will shoot.

I was able to find this (Savage Mark II)

at a local Dick’s Sporting Goods for $300 and it came with a scope. It has the floating heavy target barrel. It is the most accurate . 22 I’ve ever shot.
