An AEG is not a sniper rifle, and will never be as accurate or powerful as a quality bolt action. A scope doesn’t do shit in terms of capability of the rifle, only your ability to aim. A sniper does not need a scope, which can sometimes be a hindrance in efficiency, unless of course you’re looking for targets not visible without magnification.
To turn a good base AEG into a quality, skirmishable DMR would require at least $300 in internal parts and, if you’re not doing it yourself, labour.
You can attach a scope with standard RIS/RAS/Weaver/Picatinny rings onto any standard RIS/RAS/Weaver/Picatinny rail.
Yes you can just buy the scoop. If you only had a handle sight then you would need extras but sinc eyou already have the weaver mount it will just slide on.

But to add to what he said, a DMR is the closest thing to a sniper rifle your M16 will ever be. They are not cheap.

A scope doesn’t do anything to your gun. It just lets you look farther. For a heavily upgraded rifle you may need to see further because you can actually shoot that far. For your average AEG a scope isn’t necessary.
Dmitri is pretty much correct. You could always use an M16 from a sniping position, but it could have to be close quarters, as it’s not bolt action.
You can also make it LOOK like a sniper rifle, as the M16 and SR 25 are very similar looking.
If you want to be a sniper, though, just sell your M16 [or keep it, whatever], and buy a brand new gun. I must warn you though, when you get serious, sniping gets boring. If you’re in a large scale battle, you’ll be sitting at your post for hours. There are the enormous games where the snipers will be at post for days.
