They come pre-drilled for mounting scope bases.
You can buy a Weaver rail for about $25.
It’s a simple bolt-on.
I recently put a scope on my dad’s 10/22 from the 80’s. I used a 2 piece (1 piece is preferable) weaver scope base from a large store that starts with “Wal”. The scope rings were made for a weaver scope, and everything worked perfectly fine. I think my weaver rail measures 7/16″ wide. Try buying the base you want to use and see if it fits in the store (if it’s a brick and mortar).
The sight base in your picture is a dovetail mount. Each ruger 10/22 came with one of these in the box with the gun.
For what you want to mount, you will need a weaver scope base. They are usually available at wal-mart or other sporting good stores for 10-20$. They come in one piece and 2 piece bases, some with multiple grooves, some with only a single set of groves. Buy the one with multiple grooves if you can. It gives you more options on positioning the sight on the gun.
