I would say in 1903.
Your M1903 was built in 1931, or to be more accurate, your receiver was built in 1931 at least.
Value? That’s hard to say, evidently it has been tapped for a scope which generally lowers the value greatly. If the stock has been replaced and the rifle is full on “sporterized” the value drops further. It is rare for a sporterized 1903 to bring much more than $300. -350. or so, unless it was an extremely high quality sporterizing job.
